

Reliable material handling for a strategically important production plant in Estonia
A nationally significant energy investment demands not only technical expertise but also the ability to operate seamlessly as part of a complex project organisation. Kopar delivered robust material handling solutions for the Enefit 280-2 project, suporting Estonia's drive for energy self-sufficiency and technological advancement.
Background on the Enefit 280-2 project
Enefit 280-2 is a new production plant built by Enefit Industry AS (part of Eesti Energia) to process oil shale using Enefit technology. It is of considerable importance for energy independence and employment in Estonia. The plant will be commissioned in early 2026.

Project Phases
For Kopar, the project started in January 2022 with design work, and continued through several phases. Yukio Sazuka was appointed as lead designer. The project has required a long-term commitment from all parties, and the facility is preparing to start operations in winter 2026.
The main stages of the project were:
- Design and manufacturing of equipment
- Delivery and documentation
- Installation supervision and inspections
- Training for the customer's personnel
- Commissioning support in future
The Kopar team visited the site several times during the project to ensure successful installations and to provide guidance on the use of the equipment.
Scope of Delivery
Kopar's delivery included:
- Screening and crushing units: including elevators, sieve and crusher.
- Cooling screw conveyors and drag chain conveyors: for efficient material cooling.
- ATEX Zone 20 classified chain hoist: for explosive atmospheres.
- Pneumatic conveyors: for pressurised material transportation.
Results
The equipment is durable, low-maintenance and designed for the harsh demands of industrial use. Collaboration with Enefit's highly skilled project team was exceptionally smooth, thanks to strong mutual commitment and clear communication. The continuity of key personnel throughout the project enabled efficient and systematic execution.
